The Euclid Board of Education met on October 11th, 2023, in the Board Room at the Fordyce Administration Building at 7:00 pm.
The meeting was called to order at 7:04 pm by Board President Kathy DeAngelis, followed by the Pledge of Allegiance.
All five Board Members were present.
The Board reviewed and accepted the agenda for the evening.
The Board adopted the minutes for the September 13th and 27th, 2023 Board Meetings.
The Board approved a proclamation recognizing November 15, 2023 as Education Support Professionals Day and acknowledging the importance of Education Support Professionals in our Public Schools.
Chardon Hills STEM School Recognitions and Presentations
Four outstanding Chardon Hills STEM School Students were recognized at the meeting. The students were recognized for embodying the ideals of leadership dedication, and academic excellence. In addition to being members of the school’s safety patrol, each of the recognized students also excel academically and have an outstanding record of perfect attendance. Their passion for making a difference, there willingness to collaborate and their unwavering dedication to their fellow classmates have made a significant impact.

Staff member Skylar Smith was recognized as Staff Member of the Month for her
dedication, adaptability, teamwork and unwavering support for children that has left an indelible mark on Chardon Hills.
Teachers Karlene Fullerman and Julie Nelson were recognized as Faculty Members of the Month for their exemplified dedication, commitment and unwavering
determination in their pursuit of excellence. They have gone above and beyond to acquire a STEM designation for the school, thereby enhancing the educational experience for all Chardon Hills Students.
Mrs. Temah Britt-Jackson was recognized as Family Member of the Month. A parent volunteer, whose dedication
and selfless commitment have made an incredible impact on Chardon Hills STEM School, Mrs. Britt-Jackson’s efforts and generosity have touched the lives of countless children and staff.
Following the recognitions, Principal Stacie Spears and Assistant Principal Deana Stinchcomb presented to the board about the school. The theme for the 2023-2024 school year is “Out of this World.”
The presentation focused on five main topics: Progress, STEM, Attendance, Climate, and Family Engagement.
Progress
In the recently released Ohio State Report Cards, Chardon Hills earned a remarkable 4.5 Stars, indicating that the school exceeded state standards.
STEM
The staff at Chardon Hills, with support from Superintendent Papouras and the Euclid Schools Curriculum Department, has begun the steps to acquire the distinction of a STEM designation from the Ohio Department of Education. Receiving the STEM designation is a significant achievement, and the commitment to incorporating STEM across the curriculum can have a lasting positive impact on scholars’ education and future career opportunities.
Attendance
Chardon Hills has placed a strong emphasis on promoting good attendance habits since the Covid-affected 2020-2021 school year. Over the past two years, Chardon Hills has raised their attendance rate by 6% and leads all Euclid Schools with an attendance rate of over 92%.
Climate
Chardon Hills has been working hard to make sure the climate of the building is positive, supportive (both academically and emotionally), and continues to build respectful, trusting, and caring relationships. Chardon Hills recently earned a Silver Award from the Ohio PBIS Network for their Schoolwide Positive Behavioral Interventions and Supports.
Community Engagement
Since the end of the Covid Pandemic, Chardon Hills has been able to welcome parent and community volunteers back into the building to help with fundraisers, act as mystery readers, chaperone field trips and assist in the classroom. New this year, Chardon Hills has created a Parent University to empower families to become partners in their children’s education.

Reports and Recommendations of the Treasurer
This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Steve Vasek led the Board Members through District Financial Statements.
The Board approved the Financial Data report for September 2023 and approved payments and funds transfers.
Reports and Recommendations of the Superintendent
Personnel
The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments extra duty, athletic duty, athletic duty resignations, and leaves.
Contracts/Agreements
The Board approved a contract with The Music Settlement for the 2023-2024 school year. The Music Settlement is a not-for-profit group that will provide music therapy services for the school year for various learning situations including the ELV.
The Board also approved a contract with Holden Arboretum for the 2023-2024 school year. Throughout the year, Holden Arboretum will deliver outreach programming that provides hands-on science opportunities for students and teachers.
Routine Business
The Board approved agreements with the following groups in a consent agenda, meaning that these agreements are all typical and annual agreements.
Wickliffe City Schools/Mater Dei Title I pooling services to Euclid non-public students.
PSI Service Agreements for Ss. Robert & William School to provide health services.
Miscellaneous
The Board approved a motion declaring transportation impractical for a student attending a school outside of the normal transportation radius. Rather than transporting the student, the District will offer payment in lieu of transportation.
The Board accepted several donations from Rockwell Automation, Thomas Milinovich, Richard Hopkins, and Brad Finlayson.
The Board authorized a pilot program to renounce and denounce escalation in peer-to-peer encounters.
Superintendent’s Informal
Superintendent Papouras addressed last week’s football game, emphasizing that at no time, was any threat made to any Euclid football games. “We were 100% prepared to host the Solon Comets for a typical Friday night football game in Euclid Community Stadium. Had we not felt 100% confident in our abilities to safely administer the game, we would have looked for alternative options, just as we did for the Brunswick game.” He also talked about the outstanding atmosphere at the game against River Rouge on Friday and expressed his gratitude that the Seniors were able to enjoy the celebration.
Superintendent Papouras recognized the PBIS awards that six Euclid Schools earned for their Positive Behavior Interventions and Supports.
He also reminded everyone about the Criminal Justice CTE Program’s Trick or Treat Event at Euclid High School on October 27th.
New Business
The Board authorized Legal Counsel to file an action against the City of Euclid.

The Board entered into an executive session at 8:30 pm.
